Governor of Maryland. A member of the Democratic Party, he served as the 56th Governor of the State of Maryland from 1969 until 1979. Raised in Baltimore, he earned his law degree from the University of Maryland and following graduation, he enlisted with the United States Army during World War II. Following the war, he commenced practicing law and launched his political career in 1952, when he was elected to the Maryland House of Delegates. He rose to House Speaker in 1963. In 1969, he was voted by the General Assembly to succeed Spiro T. Agnew as Governor, when Agnew became Vice President of the United States. During his tenure, Mandel prioritized efforts to modernize the State Government's infrastructure. Mandel's political career was marred by charges of accepting money and gifts for favors, mail fraud and racketeering. He was convicted and served time in prison, but the conviction was later overturned.
