Mr. Milby was an operator with Sunbelt Plastics and a member of the Methodist faith. He served with the U.S. Army during the Vietnam Era.

Survivors include his wife, Joyce Gilley Milby of Mangham; his mother, Alma Milby of West Monroe; two children, Darla Tippen and husband Steve of Calhoun, Jason Milby and wife Janice of West Monroe; two sisters, Blondell Barnes of Monroe and Mary Hawthorne of Winnsboro; one brother, J. L. Milby of West Monroe; 2 grandchildren; step-children, step-grandchildren, nieces and nephews.
