Dr. Adkins attended the University of Virginia in sessions 37 & 44 (1860-1861 & 1867-1868) and graduated with the title of Doctor of Medicine in 1868. His schooling was interrupted by the Civil War, and enlisting in 1861 as a private, he served both in the 5th Virginia Cavalry, Company C, and the 13th Virginia Cavalry.
Dr. Adkins served as a Justice of the Peace for the county of Sussex.
He was a Democrat and party chairman in the Ivor and Berlin district in Southampton County. He was elected a delegate to the county convention in 1891. He was selected as a delegate at large to the Gubernatorial Convention in 1901.
Dr. Adkins established a medical practice in Vicksville, Southampton County, VA.
