Billie owned a saloon in the Fetterman area, in competition with John Saunders. During a gun fight spawned by a heated argument, Billie killed John, but a bullet from Saunders' gun hit Billie in the neck.

Billie was still alive on 10 December; but, during a subsequent operation performed by a young doctor, the lodged bullet slipped down Bacon's windpipe, and he choked to death.

Billie is thought to have been buried in the southeast corner of the cemetery, beside John Saunders.

Such gun fights, quite commonplace around the Fort, caused the area to develope a reputation for being one of the worse trouble spots in Wyoming Territory.
