Joe was the son of Lee Alexander Allen and Mary Ann Masterson. Joe was born in Choctaw Nation near McAlester, Oklahoma.
Joe married Alma Ruth Burnett on February 22, 1912 at Arnett, Ellis, Oklahoma. They were the parents of two sons, Frank Lee Allen (1914-1946) and Bobby 'Jack' Allen (1921-1981).
The family are all buried at Alamosa Cemetery.
