Frank E. Rice, 74, died Nov. 2, 1998, at his Anchorage home from the consequences of a brain tumor. Services were at Anchorage Funeral Home.

Mr. Rice was born Sept. 4, 1924, in Fox, Mont. He graduated from Jouet High School in 1943 and from the University of Washington in 1954. Mr. Rice enlisted in the Army and served in the European Theater during World War II. He moved to Alaska in 1960 and resided in Anchorage. Mr. Rice worked in personnel management for the Civil Service Commission and retired in 1978. He was an active hunter, hiker, fisherman and cross-country skier. He also enjoyed target shooting and taught shooting at the rifle range. Mr. Rice was an avid amateur photographer. His love of the outdoors led him to Alaska. His family said, ''He was an intelligent, witty, courageous and kind man. He was a wonderful father and husband. We will miss him forever.''

Mr. Rice is survived by his wife of 50 years, Dorothy Rice; daughter, Donna Rice; son-in-law, Stephen Coniaris; sister and brother-in-law, Francis and Elwin Aaby; and many nieces and nephews. Memorials may be sent to the Hospice of Anchorage, 3305 Arctic Blvd., No. 105, Anchorage 99503. Arrangements were by Anchorage Funeral Home.
