ABBOTT, Charles Monroe, 77, of Estill Springs, died Monday, April 29, 2002, at Harton Regional Medical Center. A native of Franklin County, he served in the United States Air Force from 1943 to 1946 and was stationed in Italy as an Air Force mechanic. He was the owner of his own construction business for many years. He served as Franklin County Road Commissioner for 12 years and as an alderman for the City of Estill Springs from 1980 to 1982 and again from 1991 to 1993.
