He married 1st- Catharine Keeley, a Civil War widow. They had two children together Isaac C. Fulk and Nancy Fulk, and along with he raised her two children from her previous marriage: John W. Harsh and Daniel E. Harsh. They family moved from Indiana to Iowa to South Dakota.
After the death of Catharine in 1894, Thomas remarried to Eureth (Mitten) Fiscus, another widow in 1903 back in Indiana. They were married until her death in 1931, after which Thomas moved out to Wyoming to be with his son. Thomas died in Wyoming and is buried in the same cemetery as his son, Isaac C. Fulk.
