Victor was born on May 26, 1930 in Paynesville, West Virginia to the late Moscoe and Victoria Matney Mullins. He was a resident of Buchanan County until moving to Weber City in June of 2017. Victor retired from Harmon Mining as an electrician and was a member of the United Mine Workers of America. He was also a member of the Grundy Bible Church. Mr. Mullins enjoyed hunting and fishing and repairing anything that was broken. Victor was a United States Army Veteran, serving during the Korean Era.
In addition to his parents, he was preceded in death by sisters, Dorothy Grushalt and Agnes Abbott; brother, Bill Mullins; and an infant sister.

Funeral services for Victor Mullins will be conducted on Thursday, June 4, 2020 at the Hurst-Scott Funeral Home in Richlands, Virginia with Minister Don Ashby officiating. Entombment will follow at Greenhills Memory Gardens in Claypool Hill, Virginia. Relatives and friends will serve as pallbearers. There will be no public visitation prior to the funeral service.
