Paul was the son of Harvey B. and Florence Beatrice (Swisher) Foster. He had an elder sister Lahoma Blackborn and two younger brothers Ralph and Ronnie Abbott.

He and was a resident of Norman, Oklahoma at the time of his death. Paul served in World War II, was a truck driver for local freight companies and later worked as a sales representative for a local freight company.

He was a member of the Cherokee tribe, American Legion and was of the Methodist faith.

He married Arla Ruth Hill and they had a daughter, Nancy. He later remarried to Dorothy Unknown. Both spouses preceded him in death.

At the time of his death he was survived by his daughter, Nancy Brown of Norman, sister Lahoma Dickey of California; brother Ralph Abbott of California; a granddaughter, Lisa Pence of Fayetteville, Arkansas and two great grandchildren, Evan Pence of Fayetteville, Arkansas and Ariel Oliver of Norman, Oklahoma.
